A World Bank Delegation In Somaliland

This is not the first time that a delegation from the World Bank has paid a visit to Somaliland, and it is expected that these are the final discussion between both sides. According to reports from the office of the Planning minister have stated that a succesful outcome in discussion between the Aid giving nations, the World Bank and Somaliland.
During their stay in Somaliland, the World Bank delegation are expected to meet with high level officials from the government, legislature and members of the business communities.

Yemen Supplying Arms To Majeerteeniya.
Sources said the militia, which secured the cargo, are descendants of a sub-tribe of Cadde Mouse who lost trust in other tribes in Puntland after the recent public uprising by the people of Laasaanood.
Recently, State Minister of Municipality and Regions Development under the Majeerteeniya regime Ali Abdi Awaare led a delegation to Yemen to finalize the weapons deal. Sources confirmed the deal shows that the Majeerteeniya administration is incapable of facing the public uprising, which was supported by Somaliland National Army Forces, in Sool and Eastern Sanaag. However, one question lingers in our minds, will the Majeerteeniya militia liberate Laasaanood from its people as they had always claimed.
Earlier, the Yemeni government supplied weapons and ammunition to the ailing warlord in Baydhabo. During this period, the Yemeni government neglected international weapons embargo on Somalia. This continuous supply of weapons from Yemen led to genocide between tribes in Puntland against each other as weapons go to wrong hands of warlords of Puntland.
The Bossasso port is hub of smuggling weapons used against Federal Government of Ethiopia by ONLF and Al-Itihad Al-Islamiya. Its clear that the port operates lawlessly with no control, besides the regime in Garoowe does not inspect the cargo passing the port as long as it’s getting lion’s share in it.
Human trafficking is another shame business in Majeerteeniya, where innocent people trying to catch up better life in Arabian Gulf are dumped in the sea dead or a life. Its horrible and terrific stories pouring out of corrupt administration of Majeerteeniya against humanity.

UDUB resorts to import Voters from Djibouti as Rehabitating Nationals - By Dr. Ali Abdi Mohamed

It’s impractical and unacceptable motive of Shameless UDUB to resort to importing Djibouti illegitimate voters in the pretext of rehabilitating home coming nationals. Right before the beginning of every election that did take place in the country, The Udub Government had been making advantage of this strategy. It’s however, taking a habitual stream now on the same course, even though, the existence of this vast number of refugees at Djibouti had never been seen at any where in that republic, nor had been mentioned by the Government since taking over the Administration five years ago.
We do understand that, one of the principal factors of instigating this issue at a time, the Government is playing with hell fire, upon abdicating the Human Rights Umbrella of over forty human Rights Organizations at Gun Point and with a kangaroo judge, who followed the Deputy Justice Minister, carrying out the abdication.. a time Qaran Political leaders are politically kept behind bars in cold Political Conspiracy, where they committed-not, any violation, other than claiming for their basic Constitutional Rights.. A time, the Government had drafted a controversial law sensoring and restricting the Freedom of Press, which is Clearly stipulated in the National Constitution as one of the basic Rights of the constitution un-ommitable, irreplaceable articles.
Another issue that forced this unimaginable shame on Udub, is the current voter surveys done by the Private T/v station, over the six Regions and the subsequent media or press survey that followed, which both came with the conclusion of Kulmiye having scored unmatched numbers in the poll survey. The anticipated voter-refugees declared by the Minister of Rehabilitation is said to be 18000(Eighteen thousand) of which the first 1800 will be rehabilitated on Monday.. This means, before the Election Committee blow the whistle of the election day, UDUB has secured 18000 votes . other than the resident voters. The rehabilitation claim is just to give a legal cover-up to set up control camps for those Djibouti citizens, who will definitely return home, whence the contention is over. as had happened earlier.
The truth is, even if the government imports hundreds of thousands, the millions in Somaliland will no doubt, over-ride this number. It’s the peoples will, that do matter and not game-playing over a national consensus decision made. It’s about facts of Government Performance stock-piled in four years, which proved to be, good for Nothing, that prompted a healthy change on Country’s leadership through free and fair Elections.Government should urgently revise it’s haphazard and rather insane moves that may adversely bring about public disobedience, hence, anarchy and chaos.

Puntland Security Forces Defect To Somaliland

The current band of defectors coming from Puntland’s security forces number 50-55 men, and include two former
Puntland regional heads of police and a deputy regional governor.
Mr Saeed Ahmed, one of the high ranking Puntland police officials who defected to Somaliland on Thursday was accompanied by 50-55 of his police men and was taken to the garrison town of Oog, the headquarters of Somaliland’s armed forces in Sool region.
Saeed Ahmed was the head of Sool police force for Puntland and had fled to Garowe last month when Somaliland captured Las Anod from Puntland.
The other high ranking Puntland police official who defected from Puntland’s administration to Somaliland is Mr Ahmed M Hassan, the former regional head of Puntland’s police force for Ayn region (part of Togdheer/Sool region). Mr Hassan along with the former Deputy Governor of Puntland’s Ayn region, Mr Jama Ismail Dhimbil arrived on Thursday night in Buroa (administrative town of Togdheer) straight from Garowe.
Former Puntland Interior Minister, Ahmed Habsade who currently leads the anti-Puntland team of Sool region politicians and clan figures confirmed to the SL Times that these three officials and a force of 50-55 policemen from Puntland security forces defected to Somaliland.
Meanwhile, Somaliland’s head of armed forces, General Nuh Ismail Tani, held a press conference Thursday at his office in Hargeysa to refute an article published on Wednesday in a local newspaper which reported the “defection of a number of Somaliland armed forces personnel stationed in Sool region who crossed over to Puntland, taking with them 8 gun mounted vehicles belonging to Somaliland’s armed forces.” General Tani stated that the vehicles that were taken by the defectors to the Puntland side were two, not eight.

Press Release
The Somaliland Journalists Association chairman, Mr. Mustafe Abdi Esse accompanied by other top officials from SOLJA, met the minister of information in regard to the issue. The minister stated that the draft was still raw and has not been forwarded to the lawmakers yet.
We hereby inform you to make sure that you are informed on the matter though it has not been brought to parliament yet.
The Somaliland media reported that the draft has been forwarded to parliament. The draft contains articles such as:
Any media house or other publications can be suspended by orders from the minister of information or his assistant, if they have been published against the new law and it can cost the media house to loose all its assets to the government with consultation with the court of law.
The media house has the right to appeal and sake compensation if the court of appeal deems it legal. (Article 102 of the draft)
If the editor refuses to take an article from the public, the citizen would appeal to the minister who would then order the editor to publish the article. (article 46)
Local and foreign journalists would only travel to other parts of the country with the consent of the minister.(article 26)
Local media houses cannot seek aid from anybody who is not a Somaliland citizen. (Article 51 and 52)
The draft consist of 120 such articles and SOLJA would no accept or tolerate anything that it deems contrary to the freedom of expression or which would jeopardize or threaten the Somaliland journalists daily work in any way.
We are optimistic that the Somaliland government would not make such a move and that we hope that the government will invite the media body if there is any changes it wants to make to the existing media law, which was drafted with the involvement of SOLJA as per agreement between the President, the minister and SOLJA recently.

Patriotism overpowers tribalism in Sool and Eastern Sanaag/Somaliland.

Majeerteen’s xenophobic attitude against Somalilanders in Sool region has prompted the patriotic citizens in Sool to reconsider their relations with Puntland and drive them out of their state. Despite the support of the Somaliland National Armed Forces, the people in Sool lost their patience after several failed attempts to convince the invaded militia of Majeerteeniya to go back. Majeerteeniya occupation in Sool and eastern Sanaag led to a social imbalance due to the lack of basic services like water and education. Majeerteeniya accused Somaliland of instigating secessionist acts in Greater Somalia but the real instigators are those who supported the division of other countries like Ethiopia and Kenya. Majeerteeniya supports ONLF members who are fighting for their independence from Ethiopia. The ailing warlord in Mogadishu, Abdullah – yey, established Puntland based on a wrong ideology called “Qabiil”.
The Majeerteeniya theory failed due to its whimsical nature. It was derived from irrational principles, which state that Puntland is an administration that belongs to a tribe. A theory that neglected the minority tribes under the administration such as ARAB SALAH and other minor Darood tribes in the East-West Region of Somalia besides narrowing chances of Dhulbante in the administration. After few weeks of liberating Laasaanood, the government of Somaliland and its people are talking about the establishment of basic social services required in the city like quality education, electricity, infrastructure and clean water supply. This only means that the people of Laasaanood are capable of governing their region with the little support of the Somaliland government.
Before invading Laasaanood in 2003, Abdullah – yey thought that the Somaliland Presidential Election results which brought Dahir Riyale Kahin to power divided the Somalilanders. He failed to understand that the differences in political views had not affected the national unity and territorial integrity in Somaliland as its government and people are strongly united and committed to defend their country and liberate Laasaanood from the dirty tribesmen from Majeerteeniya.
Recently, East Sanaag citizens were killed after the Puntland militia bombed their houses and went as far as murdering the injured confined at a hospital in Bosaso on the basis that they belong to an unrecognized tribe (Warsangali) in Puntland. This incident led to infighting in Bossasso and weakened the Majeerteeniya administration. Maakhiirs – the tribe of the slaughtered men – are ready to fight against the Majeerteeniya administration in their own towns. Somaliland Army – with the support of the people in Sool and eastern Sanaag – warned Majeerteeniya administration that they will target Garoowe and Bossasso even if only a single bullet is fired across the border.
The Majeerteeniya Administration, led by Cade Muuse, seems to have learned their lesson due to this incident. Instead of intensifying their efforts to go against the liberators of Sool, they chose to remain silent amid the chaos due to the internal strife within the administration itself. The Somaliland Forces cordoned off the border between Somaliland and Somalia and vowed to destroy anybody who will violate the international borderline between the Somaliland and Somalia.
The Somaliland Army refrained from entering the city when the Laasaanood citizens liberated their region from the Majeerteeniya militia, who robbed and killed the innocent citizens. Somaliland left the administration of the city to its own people and Laasaanood will soon vote for its local municipality leaders just like the other Somaliland regions. This is product of unique model of democracy in Somaliland unlike many African countries and today Laasaanood citizens preferred this democracy over the dictatorship in Puntland. Recently, Majeerteeniya parliament gave the government thirty days to recapture Laasaanood from its people, but surely that will accelerate the faith of their administration.
Abdullah-yey is currently trying to win the leadership of Somalia for the Majeerteen tribesmen similar to what he did in Puntland. He supported his nephew, C/Nuur Cilmi Qaaje, who stayed as a minister in Puntland all time. This man did not win the support of neither Dhulbahante nor Warsangali but Abdullah-yey pushed him into the post against the will of the people. Xasan Dahir Afqudh, another Abdullah-yey creation, is one of the high ranking officers in Puntland even if he had no proper education and is not qualified for the post. Bossasso’s illegal human trafficking “Majeerteen human trafficking gangs invite Sharks to human flesh as per Bossasso administration policy”
Besides the smuggling of drugs, small weapons and charcoal, the Bossasso Port is also a hub of the fourth most lucrative export item handled by port is human cargo, usually Somalis and Ethiopians trying to catch up better life into Saudi Arabia through Yemen. The human trafficking trade out of Somalia is now one of the busiest, most lucrative in Boosaaso in Puntland, this shameful human trafficking business receive international outcry where displaced poor Somalis – mostly southerners – and Ethiopians been forced into near coast to Yemen by pirates of Majeerteeniya. International reporters showed that current regime in Garoowe earn its revenues from illegal human trafficking to Yemen.
In early nineties, the Majeerteen gangs trading in human smuggling sprang up in Bossasso with support of Cadde Muuse regime. These gangs charge between $50 – 100 per human head, gangsters crammed hundreds of people at a time into small rickety boats intended to carry much lighter cargo. Unfortunately this cruel trading in human suffering and death has been going on with the full knowledge of Puntland’s Abdillahi Yusuf and Cadde Mousa. The Puntland leaders Yusuf and Mousa also wouldn’t mind if, as seen in many instances in the past, sea pirates, usually operating from Bossasso, were to hijack normal cargo vessels from international waters as long as the leaders were guaranteed a lion’s share of the ransom money. At end of the journey, the innocent people who are running madly to get better living are dumped in the middle of the red sea dead or alive to become lunch for sharks.
One of the terrible stories about human trafficking in Bossasso says “In one particularly horrific case the crew of the smuggling boat killed all the passengers, except a 10-year-old Ethiopian boy, Badesa, who was kept to clean the boat. He was eventually dumped back in Boosaaso where, after days on end with little water and no food, he was found sitting on the pavement. The International Organisation for Migration (IOM) took him to a hospital and arranged his repatriation to Ethiopia. He is now recovering from starvation but unable to speak, traumatised from his horrific experience.” This is very shame to those want to divide Somaliland based on tribalism, Somali proverb says, the man who organizes his home can help others to organize their homes too. Cadde Mousa and Abdullah Yusuf should understand that curse from these innocent people will soon or later appear in Bossasso. These corrupted leaders should know that free society like that of Somaliland will bring them to International Court against their barbaric inhuman acts in Puntland. They should know that international court is one of the place that waits every criminal.
My final word
The people of Laasaanood chose the nation over tribalism. They have rewritten Laasaanood’s history in Somaliland before and after gaining independence. Majeerteeniya cannot win the hearts of the people in Laasaanood by using the name of the tribe because the Somali speaking people are scattered in different countries such as Ethiopia, Kenya and Djibouti. This has ended the unrealistic theory of uniting Somalis under one government. Brining Somalis under one government was failed theory as many societies that share language, culture and religion live or own different countries just like Arabs.
The Somaliland people should coordinate with the government, parliament and civil societies to rebuild Laasaanood considering the suffering of our citizens in the Sool region under the Majeerteeniya regime that has deprived them of their access to basic social services.

Barbaric Wahabist Saudi Arabia beheads 2 defenseless persons for fabricated crimes

The Pakistani national was arrested while trying to smuggle heroin and hashish to the kingdom, the ministry said in a statement carried by Saudi Press Agency.
His execution took place in the eastern city of Dammam in the early hours in the morning.
On Friday, authorities also beheaded Saudi citizen Khalaf al-Anzi in Riyadh for kidnapping and raping a teenager, the statement said. According to the Saudi Press agency, Khalaf filmed the rape with his own telephone.
When Al-Anzi attempted to abduct a second adolescent, the teenager managed to flee and notify police, it added.
In violation of Saudi's strict Islamic law, al-Anzi was also said to have consumed alcohol.
Saudi Arabia follows a strict interpretation of Islam under which those convicted of murder, drug trafficking, rape and armed robbery are executed in public with a sword.
Saturday's executions brought to 131 the number of people beheaded in the kingdom this year, according to a count by The Associated Press. Saudi Arabia beheaded 38 people last year and 83 people in 2005.
Saudi courts don't allow defendants to get lawyers for their cases and are, therefore, put into trial in Kangroo courts led by elderly and narrow minded Wahabist judges who understand little beyond strict Islamic sharia and Wahabist Laws.

To save SHURO-Net is to help promote Human Rights in Somaliland

Mine again is just yet another piece of advice to the lovers of Human Rights coming from the Civil Society, Government and Private Sector. We may all agree that SHURO-Net has championed Human Rights in Somaliland. In a crooked situation the officers of this needed not to be caught in between the mess, as mere workers they needed much protection from either side of the conflicting bodies – the supposedly outgoing relied on technical input of these workers and the likewise the challenged incoming team. Assuming the incoming was mandated as in the circular signed by Suleiman Ismail Bolaleh Secretary-General on the 24/Oct/2007 a team of these workers is necessary in furnishing them with the technical details of how SHURO-Net was operating.
The questions that still remain an answered are, why does an organization with over 70 NGOs member organization get half of the number participating, well the 37 who appeared are more less half. Why did the other part remain? Who called for the Extra-Ordinary AGM, was s(he) mandated by member organizations to carry on this meeting according to the constitution. Also check the eligibility of SHURO-Net members if at all they could qualify to be the AGM. Was the meeting widely publicized to give enough time for all the 70, were they all invited , were their invitations delivered , did they confirm participation or was the meeting clandestinely arranged. Did SHURO-Net sitting board know there were pressures from the members, did they have plans for the AGM, did they know it was due time to have a new board; were they following the constitution because it appears 50% wanted these changes. Again this is majority member verses the constitution, the majority wanted some changes, but the constitutions probably gives power to the sitting board to arrange the AGM. Therefore SHURO-Net constitution is supreme.
As for the case government, SHURO-Net must be aware that Civil Societies all over the world save a few are considered as opposition, yet the tendencies of an organization like SHURO-Net is to educate, monitor, document, advise, recommend, advise , report and evaluate issues about human rights in the country. It doesn’t in any way take part in politics, whether the opposition is oppressed, whether journalist are imprisoned, domestic violence, employment opportunities, prevention of inter-government conflicts. Actually SHURO-Net can defend the rights of the president, ministers, government officers and employees. So it ranges from common person across all people to those in higher levels.
SHURO-Net erred to a whole Honorable Deputy Minister of Justice during an election, and remember the Minister if had turned down the invitation, he would have been blamed for not honoring the invitation. So you made a minister a witness that would be probably the reason why the police was sent to defend the legitimacy of the elected board. Supposing the police is not sent and two groups fight at SHURO-Net, the police would be blamed for not keeping law and order. My advice is that the Board of Trustees as mentioned in my last advice would have sufficed. The Honorable Minster would have just presided over during the smooth handover or even the swearing in of a new team.
The 37 member organizations needed to use the constitutional means, first by raising a petition, thereafter go to courts of law for legal redress. But now events have taken place, what is needed at the moment to save SHURO-Net is to get involved in a dialogue, first by each group asking itself the mistakes for learning purposes. After analyzing the mistakes then a round table to negotiate each group’s positions is the matter at hand.
Some of us wherever we are we see Somaliland as that part of Somali Speaking people which has excelled in democracy, and thus use this image to support the recognition of this country, during the September 2007 Annual Ramadhan Convention at the Islamic University in Ugandan in the paper “The Somali Conflict: Lessons for Muslims and the Way forward” , I was able to point out in my concluding remark that Somaliland as a nascent democratic country with a good foundation for respect of human rights , a value that required support for recognition as an independent state if she was to consolidate that position. This was also in line with my other submission to the African Civil Society Forum in Addis Ababa (March 2007) in the paper “MDGs in Somaliland: Challenges of Civil Society in promoting Governance and Human Rights”. I categorically emphasized that The Republic of Somaliland took a human rights-based approach towards reconstructing the country. That this fact was clearly substantiated by the Somaliland Constitution which pronounces basic provisions for the protection and promotion of fundamental human rights and freedoms in conformity with both international and regional standards.
This thus may appear there may be a few issues being misunderstood about the quest for the spirit of peace and reconciliation across Somaliland and thus the government may perceive SHURO-Net as pro-opposition or even SHURO-Net perceive government as an interferer. In all our submission as Civil Society, the need for partnership is very necessary; it is a tri-partnership where Government, Private Sector and Civil Society work together for national development. The closure of SHURO-Net impacts negativity on several NGOs working for youth, children, prisoners, media, women, minorities and PWDs rights. The two groups a must, have to meet and engage in a dialogue.

This is a truly remarkable achievement in a region of Africa that has long been a byword for chaos, repression and war.
Somaliland, a former British Protectorate, gained independence in 1960 and became the first free Somali nation to join the United Nations.
Despite these flaws, Somalilanders have demonstrated, without any pressure from the West, that a Muslim country can build a peaceful, democratic state committed to upholding human rights. It is a model for Africa and the Middle East.
