ELDR’s Conditional Recognition Call for Somaliland

(Waridaad)

HE. Dahir Rayaal Kahin

The President of the Republic of Somaliland
Hargeisa, Somaliland

Brussels, 27 November

Dear Mr. President,

The Congress of the European Liberal Democrat and Reform Party (ELDR) adopted a resolution that calls upon the European Union and all of its Member States to give diplomatic recognition to the Republic of Somaliland and actively encourages the African Union to accept that Somaliland is not a secessionist state but rather a democratic entity that has abrogated a union with a failed State.

However, our call is conditioned by the existence of a government that respects human rights, a free market, and democracy, with a free press and the possibility of democratic changes of government. In a region of the world where these qualities are in short supply, your country is a beacon of democracy.

Therefore ELDR was alarmed to read of the arrests of Dr Mohamed Abdi Gaboose, Engineer Mohamed Hashi and Mr Jamal Aideed on July 28. These three gentlemen were architects of Somaliland’s freedom, and are surely entitled to exercise their constitutional rights to freedom of expression and of association, and the right to take part in the government of their country, which are found in Articles 19-21 of the Universal Declaration of Human Rights.

Whilst the constitution of Somaliland provides that there shall be only three political parties, there is no law that I am aware of which says that the current three parties will always be the three accepted under the constitution. The constitution like all others also guarantees the right of association and the persons who have been arrested are arguing that they are simply exercising their rights to form a political association and to be given a chance to compete freely to become one of the three political parties allowed under the constitution.

May I respectfully urge you to release the three gentlemen, and to convene a representative assembly to determine how to secure maximum popular participation at the forthcoming elections, by a process that would determine which three parties have the greatest support and whose candidates’ names should therefore appear on the ballot papers? I need hardly emphasise the damage to the cause of Somaliland’s recognition that will result from failure toresolve this problem by discussion and agreement, rather than arbitrary detentions.

In the longer term, Somaliland may wish to consider whether it is necessary to place any constitutional limit on the number of parties. In many democratic countries the citizens tend to elect just a few parties, though others may put up candidates without harming the democratic process.

Yours sincerely,
Annemie Neyts-Uyttebroeck MEP,
President of the European Liberal Democrat and Reform Party

Yemen Supplying Arms To Majeerteeniya.

(Waridaad) - Last week, the Majeerteeniya regime received armored vehicles and weapons from the Yemeni government in an attempt to recapture Laasaanood city. The regime sealed off the Bossasso Port on Thursday midnight and did not allow commercial activities at the port. The security in Bossasso city was very tight with a massive military presence on every dusty street.
Sources said the militia, which secured the cargo, are descendants of a sub-tribe of Cadde Mouse who lost trust in other tribes in Puntland after the recent public uprising by the people of Laasaanood.

Recently, State Minister of Municipality and Regions Development under the Majeerteeniya regime Ali Abdi Awaare led a delegation to Yemen to finalize the weapons deal. Sources confirmed the deal shows that the Majeerteeniya administration is incapable of facing the public uprising, which was supported by Somaliland National Army Forces, in Sool and Eastern Sanaag. However, one question lingers in our minds, will the Majeerteeniya militia liberate Laasaanood from its people as they had always claimed.

Earlier, the Yemeni government supplied weapons and ammunition to the ailing warlord in Baydhabo. During this period, the Yemeni government neglected international weapons embargo on Somalia. This continuous supply of weapons from Yemen led to genocide between tribes in Puntland against each other as weapons go to wrong hands of warlords of Puntland.

The Bossasso port is hub of smuggling weapons used against Federal Government of Ethiopia by ONLF and Al-Itihad Al-Islamiya. Its clear that the port operates lawlessly with no control, besides the regime in Garoowe does not inspect the cargo passing the port as long as it’s getting lion’s share in it.

Human trafficking is another shame business in Majeerteeniya, where innocent people trying to catch up better life in Arabian Gulf are dumped in the sea dead or a life. Its horrible and terrific stories pouring out of corrupt administration of Majeerteeniya against humanity.

UDUB resorts to import Voters from Djibouti as Rehabitating Nationals - By Dr. Ali Abdi Mohamed

(Waridaad) - Right before the beginning of every election that took place in the country, The UDUB had been making advantage of this strategy. It’s however, taking a habitual stream now on the same course, even though, the existence of this vast number of refugees at Djibouti had never been seen any where in that
republic.

It’s impractical and unacceptable motive of Shameless UDUB to resort to importing Djibouti illegitimate voters in the pretext of rehabilitating home coming nationals. Right before the beginning of every election that did take place in the country, The Udub Government had been making advantage of this strategy. It’s however, taking a habitual stream now on the same course, even though, the existence of this vast number of refugees at Djibouti had never been seen at any where in that republic, nor had been mentioned by the Government since taking over the Administration five years ago.

We do understand that, one of the principal factors of instigating this issue at a time, the Government is playing with hell fire, upon abdicating the Human Rights Umbrella of over forty human Rights Organizations at Gun Point and with a kangaroo judge, who followed the Deputy Justice Minister, carrying out the abdication.. a time Qaran Political leaders are politically kept behind bars in cold Political Conspiracy, where they committed-not, any violation, other than claiming for their basic Constitutional Rights.. A time, the Government had drafted a controversial law sensoring and restricting the Freedom of Press, which is Clearly stipulated in the National Constitution as one of the basic Rights of the constitution un-ommitable, irreplaceable articles.

Another issue that forced this unimaginable shame on Udub, is the current voter surveys done by the Private T/v station, over the six Regions and the subsequent media or press survey that followed, which both came with the conclusion of Kulmiye having scored unmatched numbers in the poll survey. The anticipated voter-refugees declared by the Minister of Rehabilitation is said to be 18000(Eighteen thousand) of which the first 1800 will be rehabilitated on Monday.. This means, before the Election Committee blow the whistle of the election day, UDUB has secured 18000 votes . other than the resident voters. The rehabilitation claim is just to give a legal cover-up to set up control camps for those Djibouti citizens, who will definitely return home, whence the contention is over. as had happened earlier.

The truth is, even if the government imports hundreds of thousands, the millions in Somaliland will no doubt, over-ride this number. It’s the peoples will, that do matter and not game-playing over a national consensus decision made. It’s about facts of Government Performance stock-piled in four years, which proved to be, good for Nothing, that prompted a healthy change on Country’s leadership through free and fair Elections.Government should urgently revise it’s haphazard and rather insane moves that may adversely bring about public disobedience, hence, anarchy and chaos.

Puntland Security Forces Defect To Somaliland

(Waridaad) - According to SL Times sources in Las Anod, the administrative capital of Sool region, a large group of Puntland’s armed forces and three high ranking officials serving in Puntland government defected on Thursday to Somaliland’s armed forces stationed in Sool region.

Puntland regional heads of police and a deputy regional governor.
Mr Saeed Ahmed, one of the high ranking Puntland police officials who defected to Somaliland on Thursday was accompanied by 50-55 of his police men and was taken to the garrison town of Oog, the headquarters of Somaliland’s armed forces in Sool region.

Saeed Ahmed was the head of Sool police force for Puntland and had fled to Garowe last month when Somaliland captured Las Anod from Puntland.
The other high ranking Puntland police official who defected from Puntland’s administration to Somaliland is Mr Ahmed M Hassan, the former regional head of Puntland’s police force for Ayn region (part of Togdheer/Sool region). Mr Hassan along with the former Deputy Governor of Puntland’s Ayn region, Mr Jama Ismail Dhimbil arrived on Thursday night in Buroa (administrative town of Togdheer) straight from Garowe.

Meanwhile, Somaliland’s head of armed forces, General Nuh Ismail Tani, held a press conference Thursday at his office in Hargeysa to refute an article published on Wednesday in a local newspaper which reported the “defection of a number of Somaliland armed forces personnel stationed in Sool region who crossed over to Puntland, taking with them 8 gun mounted vehicles belonging to Somaliland’s armed forces.” General Tani stated that the vehicles that were taken by the defectors to the Puntland side were two, not eight.

The Somaliland media reported that the draft has been forwarded to parliament. The draft contains articles such as:

The media house has the right to appeal and sake compensation if the court of appeal deems it legal. (Article 102 of the draft)

Patriotism overpowers tribalism in Sool and Eastern Sanaag/Somaliland.

(Waridaad) - In 1960, Ali Garaad Jama – Minister in Somaliland’s first cabinet – stressed the need to solidify the fledgling Somaliland independence before uniting with Somalia. At the time, Jama along with the other Cabinet members and Prime Minister Mohammed Egal, were eager to gain independence but the majority who had no experience in forging unity among people disregarded the outstanding theory of Jama and threw long waited independence into futureless unity with Somalia.

Majeerteen’s xenophobic attitude against Somalilanders in Sool region has prompted the patriotic citizens in Sool to reconsider their relations with Puntland and drive them out of their state. Despite the support of the Somaliland National Armed Forces, the people in Sool lost their patience after several failed attempts to convince the invaded militia of Majeerteeniya to go back. Majeerteeniya occupation in Sool and eastern Sanaag led to a social imbalance due to the lack of basic services like water and education. Majeerteeniya accused Somaliland of instigating secessionist acts in Greater Somalia but the real instigators are those who supported the division of other countries like Ethiopia and Kenya. Majeerteeniya supports ONLF members who are fighting for their independence from Ethiopia. The ailing warlord in Mogadishu, Abdullah – yey, established Puntland based on a wrong ideology called “Qabiil”.

The Majeerteeniya theory failed due to its whimsical nature. It was derived from irrational principles, which state that Puntland is an administration that belongs to a tribe. A theory that neglected the minority tribes under the administration such as ARAB SALAH and other minor Darood tribes in the East-West Region of Somalia besides narrowing chances of Dhulbante in the administration. After few weeks of liberating Laasaanood, the government of Somaliland and its people are talking about the establishment of basic social services required in the city like quality education, electricity, infrastructure and clean water supply. This only means that the people of Laasaanood are capable of governing their region with the little support of the Somaliland government.

Before invading Laasaanood in 2003, Abdullah – yey thought that the Somaliland Presidential Election results which brought Dahir Riyale Kahin to power divided the Somalilanders. He failed to understand that the differences in political views had not affected the national unity and territorial integrity in Somaliland as its government and people are strongly united and committed to defend their country and liberate Laasaanood from the dirty tribesmen from Majeerteeniya.

Recently, East Sanaag citizens were killed after the Puntland militia bombed their houses and went as far as murdering the injured confined at a hospital in Bosaso on the basis that they belong to an unrecognized tribe (Warsangali) in Puntland. This incident led to infighting in Bossasso and weakened the Majeerteeniya administration. Maakhiirs – the tribe of the slaughtered men – are ready to fight against the Majeerteeniya administration in their own towns. Somaliland Army – with the support of the people in Sool and eastern Sanaag – warned Majeerteeniya administration that they will target Garoowe and Bossasso even if only a single bullet is fired across the border.

The Majeerteeniya Administration, led by Cade Muuse, seems to have learned their lesson due to this incident. Instead of intensifying their efforts to go against the liberators of Sool, they chose to remain silent amid the chaos due to the internal strife within the administration itself. The Somaliland Forces cordoned off the border between Somaliland and Somalia and vowed to destroy anybody who will violate the international borderline between the Somaliland and Somalia.

The Somaliland Army refrained from entering the city when the Laasaanood citizens liberated their region from the Majeerteeniya militia, who robbed and killed the innocent citizens. Somaliland left the administration of the city to its own people and Laasaanood will soon vote for its local municipality leaders just like the other Somaliland regions. This is product of unique model of democracy in Somaliland unlike many African countries and today Laasaanood citizens preferred this democracy over the dictatorship in Puntland. Recently, Majeerteeniya parliament gave the government thirty days to recapture Laasaanood from its people, but surely that will accelerate the faith of their administration.

Abdullah-yey is currently trying to win the leadership of Somalia for the Majeerteen tribesmen similar to what he did in Puntland. He supported his nephew, C/Nuur Cilmi Qaaje, who stayed as a minister in Puntland all time. This man did not win the support of neither Dhulbahante nor Warsangali but Abdullah-yey pushed him into the post against the will of the people. Xasan Dahir Afqudh, another Abdullah-yey creation, is one of the high ranking officers in Puntland even if he had no proper education and is not qualified for the post. Bossasso’s illegal human trafficking “Majeerteen human trafficking gangs invite Sharks to human flesh as per Bossasso administration policy”

Besides the smuggling of drugs, small weapons and charcoal, the Bossasso Port is also a hub of the fourth most lucrative export item handled by port is human cargo, usually Somalis and Ethiopians trying to catch up better life into Saudi Arabia through Yemen. The human trafficking trade out of Somalia is now one of the busiest, most lucrative in Boosaaso in Puntland, this shameful human trafficking business receive international outcry where displaced poor Somalis – mostly southerners – and Ethiopians been forced into near coast to Yemen by pirates of Majeerteeniya. International reporters showed that current regime in Garoowe earn its revenues from illegal human trafficking to Yemen.

In early nineties, the Majeerteen gangs trading in human smuggling sprang up in Bossasso with support of Cadde Muuse regime. These gangs charge between $50 – 100 per human head, gangsters crammed hundreds of people at a time into small rickety boats intended to carry much lighter cargo. Unfortunately this cruel trading in human suffering and death has been going on with the full knowledge of Puntland’s Abdillahi Yusuf and Cadde Mousa. The Puntland leaders Yusuf and Mousa also wouldn’t mind if, as seen in many instances in the past, sea pirates, usually operating from Bossasso, were to hijack normal cargo vessels from international waters as long as the leaders were guaranteed a lion’s share of the ransom money. At end of the journey, the innocent people who are running madly to get better living are dumped in the middle of the red sea dead or alive to become lunch for sharks.

One of the terrible stories about human trafficking in Bossasso says “In one particularly horrific case the crew of the smuggling boat killed all the passengers, except a 10-year-old Ethiopian boy, Badesa, who was kept to clean the boat. He was eventually dumped back in Boosaaso where, after days on end with little water and no food, he was found sitting on the pavement. The International Organisation for Migration (IOM) took him to a hospital and arranged his repatriation to Ethiopia. He is now recovering from starvation but unable to speak, traumatised from his horrific experience.” This is very shame to those want to divide Somaliland based on tribalism, Somali proverb says, the man who organizes his home can help others to organize their homes too. Cadde Mousa and Abdullah Yusuf should understand that curse from these innocent people will soon or later appear in Bossasso. These corrupted leaders should know that free society like that of Somaliland will bring them to International Court against their barbaric inhuman acts in Puntland. They should know that international court is one of the place that waits every criminal.

My final word

The people of Laasaanood chose the nation over tribalism. They have rewritten Laasaanood’s history in Somaliland before and after gaining independence. Majeerteeniya cannot win the hearts of the people in Laasaanood by using the name of the tribe because the Somali speaking people are scattered in different countries such as Ethiopia, Kenya and Djibouti. This has ended the unrealistic theory of uniting Somalis under one government. Brining Somalis under one government was failed theory as many societies that share language, culture and religion live or own different countries just like Arabs.

The Somaliland people should coordinate with the government, parliament and civil societies to rebuild Laasaanood considering the suffering of our citizens in the Sool region under the Majeerteeniya regime that has deprived them of their access to basic social services.

Allah bless Somaliland….We all stand united!

Barbaric Wahabist Saudi Arabia beheads 2 defenseless persons for fabricated crimes

(Waridaad) - RIYADH, Saudi Arabia — Saudi authorities beheaded a local national convicted of kidnapping and raping teenagers and a Pakistani for drug trafficking in two separate incidents, the Interior Ministry said Saturday.

The Pakistani national was arrested while trying to smuggle heroin and hashish to the kingdom, the ministry said in a statement carried by Saudi Press Agency.

His execution took place in the eastern city of Dammam in the early hours in the morning.

On Friday, authorities also beheaded Saudi citizen Khalaf al-Anzi in Riyadh for kidnapping and raping a teenager, the statement said. According to the Saudi Press agency, Khalaf filmed the rape with his own telephone.

When Al-Anzi attempted to abduct a second adolescent, the teenager managed to flee and notify police, it added.

In violation of Saudi's strict Islamic law, al-Anzi was also said to have consumed alcohol.
Saudi Arabia follows a strict interpretation of Islam under which those convicted of murder, drug trafficking, rape and armed robbery are executed in public with a sword.

Saturday's executions brought to 131 the number of people beheaded in the kingdom this year, according to a count by The Associated Press. Saudi Arabia beheaded 38 people last year and 83 people in 2005.

Saudi courts don't allow defendants to get lawyers for their cases and are, therefore, put into trial in Kangroo courts led by elderly and narrow minded Wahabist judges who understand little beyond strict Islamic sharia and Wahabist Laws.

Dr. Maxamed Rashiid Iyo Lafo-gurka Xaaladda Gobolka Geeska Afrika

(Waridaad) - Dr. Maxamed Rashiid Sheekh Xasan, waa aqoonyahan reer Somaliland ah oo khabiir ku ah lafo-gurka iyo faallaynta isbedelada siyaasadeed ee ka dhaca guud ahaan qaaradda Afrika iyo dunidaba gaar ahaan gobolka Geeska Afrika. Haddaba, waxa uu maanta lafo-gur ku samaynayaa siyaasadaha gobolka Geeska Afrika, gaar ahaan siyaasadda dalka Somaliya oo hadda xaaladiisu aad u cakirantahay. Si gaar ah waxa uu maanta uga xog waramayaa oo uu faallaynayaa shakhsiyada nin muddooyinkan dambe la hadal hayay in loo magacaabi doono Raysalwasaaraha cusub ee dawladda Cabdillaahi Yuusuf kaas oo lagu magacaabo Prof. Cali Jimcaale Axmed iyo weliba afkaarta siyaasadeed ee uu ninkaasi aaminsanyahay.

Ugu horayn Dr. Maxamed Rashiid, oo shalay u xog waramay wargeyska Geeska Afrika, waxa uu ka hadlayaa aqoonta uu u leeyahay Prof. Cali Jimcaale, waxaanu yidhi, “Prof. Cali Jimcaale Axmed waa nin aqoonyahan ah oo jaamacad ku taala magaalada News York ee dalka Maraykanka ka dhiga maadada dhaqanka iyo suugaanta, waana maaddo uu aad wax uga qoray. Aniga waxa iigu horaysay sannadkii 1989-kii oo aan ugu tagay magaalada Los Angles ee dalka Maraykanka markaas oo uu dhammaynayay shahaadadiisii PHD, waxaanu ahaa dadka Afrikaanka ah ee aadka u firfircoon. Waa nin aad looga yaqaan goobaha cilmi baadhista iyo kulamada gobolka Geeska Afrika gaar ahaan Somalida, waxaanu xubin ka yahay ururka cilmi baadhista ee Somalida oo dhan kulmiya. Prof. Jimcaale waa nin aqoontiisa bulshada iyo guud ahaan caalamkuba aad u fidsantahay. Marka laga hadlayo dadka aqoonyahanka ah qofna waxa la yidhaahdaa Musaqaf, qofna waa caalim. Musaqafku waxa weeyaan qof baaxadda iyo aqoonta uu caalamka u leeyahay aad u fidsantahay, waana nin aad u kala yaqaan bulshooyinka dunida, Afrikana aad ayuu u kala yaqaan.

Toban sanno ka bacdi wakhtigaas aanu Maraykan isku aragnay waxaanu isugu nimid magaalada Helsinki ee wadanka Finland oo aanu kaga qayb galay shirweyne Somalidu lahayd. Waanu sheekaysan jirnay muddaas oo ahayd toddobaad, waxaanan ka wada sheekaysan jirnay waayaha adduunka iyo dabcan dhaqanka iyo suugaanta Somalida, siyaasadda guud ee gobolka Geeska Afrika iyo arrimaha dadka Somalida ah iyo taariikhdooda. Waxaana markaas iiga soo baxay inuu yahay nin garashada uu u leeyahay mujtamaca Somalidu aad u baaxad weyn tahay. Ka bacdi mar iyo laba waanu is aragnay, afkaartiisa siyaasadeedna waxa weeye inuu ka soo baxay intii uu joogay Somaliya dhinaca fikradda lagu magacaabo siyaasadda dhexdhexaad ah oo macnaheedu yahay inuu yahay nin caalamka midigta ka xiga iyo kuwa bidixda ka xigaba u dhexeeya, laakiin markii hore u yara janjeedhsanaa xagga bidixda, waxaanu aad u yaqaanaa wixii amuurtaas laga qoray, markii uu Maraykan tagayna wuxuu ahaa dadka hour-socodka ah ee Jaamacadaha maraykanka aad looga yaqaano. Markaas waa nin qof ahaan aad u dhowrsan oo marka uu hadlayo qunyar hadla, waana nin cilmiga Somalida sida Diin, Qabaa’ilka iyo taariikhdoodaba aad u yaqaana.”

Dr. Maxamed-Rashiid oo la weydiiyay cidda uu aaminsanyahay inay Prof. Cali Jimcaale ugu ololaynayso Raysalwasaare inuu noqdo waxa uu yidhi, “Horta Rambo [Weriyaha], waxaan filayaa sida aynu wararka ku hayno waxa la leeyahay waxa wata Maraykanka oo la leeyahay ninku Maraykan ayuu wax ka baran jiray, waana mid la malayn karo taasi. Warka Cali Jimcaale imika uun maaha laakiin asxaabtiisu muddaba way hadal hayeen, haddii ay noqoto inuu Maraykanku yahay qolada ugu weyn ee wata, horta Maraykan waxa werwer weyn ayaa ka haya Somaliya, waxaana la doonayaa qof ay ku kalsoonaan karaan dadka Somalida ahi, dhinaca Itoobiya iyo Ereteriyana aqoonyahankoodu aad ayay u yaqaanaan, waana nin kutub badan qoray oo buugaagtiisa laga akhristo gobolada Geeska Afrika gaar ahaan Addis Ababa. Markaas waxa laga yaabaa in Maraykanku ka fikirayaan inuu Cali jimcaale yahay qofkii dadka isu keeni lahaa noqdana qof lagu daydo waanan hubaa in lagu dayan karo.”

Mar la weydiiyay Dr. Maxamed Rashiid, haddiiba Prof. Jimcaale loo magaacabo Raysalwasare, saamaynta uu Somaliland ku yeelan karo waxa uu yidhi, “Horta waa nin dhallinyaro ah oo cusub garashadiisuna tahay sidaas aynu kor ku sheegnay. Waxa laga yaabaa inuu noqdo nin aad ugu dedaala nabadgelyada, inuu isku dayo inuu ka digtoonaanado hadalo qadaf ah. Raggii dhulkaas ka soo baxay waxa had iyo jeer lagu waday inay wax gartaan oo ay ogaadaan in arrinta ugu weyn tahay in Somaliland aanay dib ugu soo noqonayn Somaliya. waad ogtahay in Cali Geedi Somaliland la soo galay hadalo dar dar ah oo aanu markii dambe mahadin, Cabdiqaasim waad ogayd sidii Hargeysa markii hore loogu soo dhaweeyay iyo waxa uu markii dambe la soo baxay. Markaas taasi waxay ku xidhnaan doontaa sida uu hadba u dhaqmo, waxaanan Jimcaale kula talin lahaa inuu marka u horaysa taageerayaashiisa ka dhigto dadka qurbaha ku nool guud ahaantood ee mutacalimiinta ah, waayo dadkaas ayay is fahmayaan. Marka labaad waa inuu Somaliland hawsheeda iyo mawqifkeeda aad u garto, taas oo u noqon karto arrin siyaasiyan u caawisa, waana inuu markaba dawladda Somaliland la sameeyaa xidhiidh wanaagsan, oo uu noqdo nin isku daya inuu ku dhawaaqo inaanu qaddiyadda Somaliland waxba ka qabin ee laba dawladood oo Somali ah aan wada wadno uu yidhaahdaa.

Waa inuu marjaciyadiisa ugu weyn ka dhigtaa Hargeysa, halkii uu ka dhigan lahaa Nayrobi iyo meelo kale, dawladda Somaliland-na waxaan kula talin lahaa haddii Jimcaale ama qof kale oo macquuli soo baxo inay mar kale ku dayaan inay halkan ku casuumaan oo la soo dhaweeyo. Waxa kale oo jirta in Prof. Jimcaale ka mid yahay dadka aadka u neceb nidaamka kala teliska ah, waxa aan war-war ka qabaa tallada ay wada gaadhi karaan Cabdillaahi iyo isagu, dhinaca kale Maxkamadihii Islaamiga ahaa oo hadda nidaam samaystay iyana waxa su’aal ah sida uu ula dhaqmi doono, waayo waa umad taageero haysta, waana inuu isku dayaa sidii uu ula xaali lahaa, waayo waa nin diinta aad u yaqaan, qofkuna waxba ma keeni karo waxna ma qaban karo haddii aanay Somalidu taageero siinin.”

Mar la weydiiyay inuu qabo in iscasilaadii Geedi keeni karto qalalaase xoog badan, waxa uu yidhi, “Horta Ramboyoow; ninka la yidhaahdo Cali Geedi waa nin ka go’ay xudunta siyaasiga ah ee Somalida meel kasta ha joogtee, wuxuu ahaa nin xudunta la ilaaliyo ee Somalida isku xidha aad uga baxay oo marjiciyad ka dhigtay meelo kale. Tusaale; waa ninka dadkii Muqdisho ka qaxayay ku tilmaamay argagixiso, markaas waa nin damiirkiisu aad u fogaaday, umana malaynayo inuu wax saamayn ah ku keenayo Somaliya, waayo wuxuu ahaa nin xukunka daaqad ka soo galay, waxaanad is odhanaysaa malaha Cabdillaahi Yuusuf ayaaba dhaamay oo markuu iska soo taagay yidhi meeshu inooma soconayso, waxaana suurto gal ah in Cabdillaahi Yuusuf ka yaabay siduu Geedi wax u waday. Markaas ma qabo inuu wax saamayn ah ku yeelanayo xukunka Somaliya.”

To save SHURO-Net is to help promote Human Rights in Somaliland

(Waridaad) - When I circulated my advice Constitutionalism First for SHURO-Net Members to the all people who received the SHURO-Net Public Notice Ref/SHURO-Net/ 0333 /07, Dated 26/10/07 little did I know that SHURO-Net officers (employees) would be forced to handover or cooperate with the new board or even get locked out of office by the Somaliland Police on orders of the Ministry of Justice. And little did I know that my piece would appear in the new papers see Togdheer News Net works available at http://www.togdheernews.com/index.php?name=News&file=article&sid=319 . These were my personal views that were not necessarily the official position of my former Employer Progressio which I used for quick identity purposes.

Mine again is just yet another piece of advice to the lovers of Human Rights coming from the Civil Society, Government and Private Sector. We may all agree that SHURO-Net has championed Human Rights in Somaliland. In a crooked situation the officers of this needed not to be caught in between the mess, as mere workers they needed much protection from either side of the conflicting bodies – the supposedly outgoing relied on technical input of these workers and the likewise the challenged incoming team. Assuming the incoming was mandated as in the circular signed by Suleiman Ismail Bolaleh Secretary-General on the 24/Oct/2007 a team of these workers is necessary in furnishing them with the technical details of how SHURO-Net was operating.

The questions that still remain an answered are, why does an organization with over 70 NGOs member organization get half of the number participating, well the 37 who appeared are more less half. Why did the other part remain? Who called for the Extra-Ordinary AGM, was s(he) mandated by member organizations to carry on this meeting according to the constitution. Also check the eligibility of SHURO-Net members if at all they could qualify to be the AGM. Was the meeting widely publicized to give enough time for all the 70, were they all invited , were their invitations delivered , did they confirm participation or was the meeting clandestinely arranged. Did SHURO-Net sitting board know there were pressures from the members, did they have plans for the AGM, did they know it was due time to have a new board; were they following the constitution because it appears 50% wanted these changes. Again this is majority member verses the constitution, the majority wanted some changes, but the constitutions probably gives power to the sitting board to arrange the AGM. Therefore SHURO-Net constitution is supreme.

As for the case government, SHURO-Net must be aware that Civil Societies all over the world save a few are considered as opposition, yet the tendencies of an organization like SHURO-Net is to educate, monitor, document, advise, recommend, advise , report and evaluate issues about human rights in the country. It doesn’t in any way take part in politics, whether the opposition is oppressed, whether journalist are imprisoned, domestic violence, employment opportunities, prevention of inter-government conflicts. Actually SHURO-Net can defend the rights of the president, ministers, government officers and employees. So it ranges from common person across all people to those in higher levels.

SHURO-Net erred to a whole Honorable Deputy Minister of Justice during an election, and remember the Minister if had turned down the invitation, he would have been blamed for not honoring the invitation. So you made a minister a witness that would be probably the reason why the police was sent to defend the legitimacy of the elected board. Supposing the police is not sent and two groups fight at SHURO-Net, the police would be blamed for not keeping law and order. My advice is that the Board of Trustees as mentioned in my last advice would have sufficed. The Honorable Minster would have just presided over during the smooth handover or even the swearing in of a new team.

The 37 member organizations needed to use the constitutional means, first by raising a petition, thereafter go to courts of law for legal redress. But now events have taken place, what is needed at the moment to save SHURO-Net is to get involved in a dialogue, first by each group asking itself the mistakes for learning purposes. After analyzing the mistakes then a round table to negotiate each group’s positions is the matter at hand.

Some of us wherever we are we see Somaliland as that part of Somali Speaking people which has excelled in democracy, and thus use this image to support the recognition of this country, during the September 2007 Annual Ramadhan Convention at the Islamic University in Ugandan in the paper “The Somali Conflict: Lessons for Muslims and the Way forward” , I was able to point out in my concluding remark that Somaliland as a nascent democratic country with a good foundation for respect of human rights , a value that required support for recognition as an independent state if she was to consolidate that position. This was also in line with my other submission to the African Civil Society Forum in Addis Ababa (March 2007) in the paper “MDGs in Somaliland: Challenges of Civil Society in promoting Governance and Human Rights”. I categorically emphasized that The Republic of Somaliland took a human rights-based approach towards reconstructing the country. That this fact was clearly substantiated by the Somaliland Constitution which pronounces basic provisions for the protection and promotion of fundamental human rights and freedoms in conformity with both international and regional standards.

This thus may appear there may be a few issues being misunderstood about the quest for the spirit of peace and reconciliation across Somaliland and thus the government may perceive SHURO-Net as pro-opposition or even SHURO-Net perceive government as an interferer. In all our submission as Civil Society, the need for partnership is very necessary; it is a tri-partnership where Government, Private Sector and Civil Society work together for national development. The closure of SHURO-Net impacts negativity on several NGOs working for youth, children, prisoners, media, women, minorities and PWDs rights. The two groups a must, have to meet and engage in a dialogue.

(Waridaad) - A month has passed since Laaska was freed from Puntland occupation forces on October 16, 2007. Although Lascanood had been free too short a time to see its achievement fairy assessed, we can however see if my hometown is finally heading in the right direction.

The first few days were undoubtedly hard; first the school closures decided by governor Sandulle in order to protect school children had the reverse effect to spill scores of disaffected young men into the streets. Businesses therefore, too scared to proceed, were effectively shut down, putting the entire economic activity to a stand still. Secondly, the constant bellicose propaganda of Radio Garowe was particularly remarkable in driving elders and women from the city. Day in and day out, Puntland media drove up the chest beating rhetoric, promising a victorious return of their ragtag militia. Even if Lascanood freedom fighters and Somaliland forces have nothing to fear from those who ran faster that the legendary Abdi Bille less that a month ago, the relentless and unchallenged clan based hatred spewing often hit a nerve among the vulnerable population and cemeted an atmosphere of simmering tension.

A month after, the situation is noticeably better. Business have reopened, Lascanood main road has been cleared and the trade route to Aynabo and Burco is back to its normal volume. This was achieved despite the frequent attempts of Puntland to stir up trouble. Women and teenagers had been encouraged to set up road blocks and to use weapons without the necessary knowledge. In the same time, the farcical Adde Musse took to the airwaves with often contradictory messages. According to comical Adde, one day Lascanood was attack by Asmara, the next day Dirta Waqooyi were to blame (whatever it might means). In his latest interview, Adde Musse once again reversed himselg and contended that Somaliland could not set foot in Lascanood (whatever it might mean) and that Puntland was chased by disgruntled local militia. On the same topic, the ineffable president of Puntland Parliament was recently arguing that Puntland defeat in Lascanood was finally a good thing because it would allow his forces to go as far as Hargeisa and Burco and bring Somaliland back into Somalia federal system. Coming from a man who had to flee Garowe and seek refuge into Eastern Sanaag because Adde Musse militia were performing a routine clan cleansing, I am sure that this will send shivers up Somaliland forces spines.

Compared to the reckless and laughable sabre rattling coming from Garowe, I must confess that I am proud of the way that Sool political intelligentsia is handling the situation. All the would be child soldiers used by Garowe in absurd proxy war have been released, those wounded by their unknowledgeable manning of guns received a prompt medical treatment and governor Ali Sandulle has made a point of contacting the families of all the teenagers involved in recent incidents. Xaasbsade is touring the region, taking steps to avert any conflicts, had received a tremendous welcome in Kalabaydh and Darkengeyo. In his latest twist, Puntland is trying to set up some Sool sub clans against the others, and Xaabsade as playing host to ountless elders meetings as he has recently done in Buhoodle is trying to prevent interclan fighting. Colonel Dhakool is working from Buhoodle and spearheading Somaliland efforts towards Lascanood refugees. Recent reports confirm that the majority of them already returned home.

On a more political front, Fuad Adde Cadde went from Xuddur to Taleex leading a need assessment team. Bashe was from and center in the mission headed by Siciid Sulub and I was heartened to see Qaybe, using his tremendous experience and knowledge, outlining a course of action for the future of my province. Finally, stars are aligning and Sool political heavy weight are pulling in the same direction. After five years of neglect, Laasconood is a devastated city, inextricably associated with violence. No running water, no hospital, no roads, few crumblings schools. When every Somaliland district can boast of their university, Lascanood is left with no post secondary education. Recovery will not be an easy task and drawing on the concerted efforts of all Sool leaders is the avenue for Laascanood.

Republic of Somaliland is an oasis of peace, stability and progress in the Horn of Africa. A Beacon of Hope in the Thorn of Africa

(Waridaad) - This year’s civil war in Somalia has killed thousands of people and created over half a million refugees. Democracy, the rule of law and respect for human rights are almost non-existent in Mogadishu, where war, banditry, corruption, hunger, illiteracy, disease and unemployment are the norm. Somalia is a failed state that has failed its people.

In contrast, the Ex North-West breakaway region of the Republic of Somaliland is an oasis of peace, stability and progress in the Horn of Africa. Imperfect, but moving in the right direction, in May this year the country celebrated its sixteenth anniversary of independence.

Against all odds, and with little international recognition or aid, the three million people of Somaliland have – largely by their own efforts – begun to establish a secure, functioning democratic state and a fair degree of economic stability and growth. This is a truly remarkable achievement in a region of Africa that has long been a byword for chaos, repression and war.
Somaliland, a former British Protectorate, gained independence in 1960 and became the first free Somali nation to join the United Nations.

In a unity move that most Somalilanders now deeply regret, the country joined with the former Italian protectorate to the south to form the Republic of Somalia.

Under the dictator Siad Barre, who seized power in a military coup in 1969, the new nation was beset by brutality. Following the collapse of his military regime and of the Somali state, Somali-land declared independence on 18th May 1991.

Over the last decade and a half, the predominantly Muslim nation has made the transition from an autocratic clan-based society, notorious for its poor governance, conflict and human rights abuses, to a peaceful and progressive multi-party democracy.

A referendum in 2001 led to the adoption of a new constitution. Since then, Somalilanders have held successful elections for President, the House of Representatives and local government. While Somalia has not had a free election since the 1960s, Somaliland has held three mandates since the turn of the millennium, each of which has been declared free and fair by international election observers.

In contrast to the intestinal conflicts that bedevil Somalia and many other African nations, Somaliland has found a way to negotiate and resolve these rivalries peacefully. It has bought previously hostile clans together in a pluralistic system that minimises conflict by incorporating the clan elders into the advisory upper house.

Somalilanders have achieved an enviable peace, progressively disarming and demobilising thousands of gunmen, while in Somalia militias still run amok, looting, extorting and terrorising the local population. Many of Somaliland’s former clan fighters have also been successfully incorporated into the disciplined national army. And unlike many of her neighbours, the armed forces stay out of politics.

Moreover, Somaliland is country committed to the rule of law, upheld by an independent judiciary. Discrimina-tion on the grounds of ethnicity, gender or opinion is prohibited, and human rights abuses, such as torture, are criminal offences. The right to protest is protected by law.

Somaliland is not yet a fully-fledged democracy, and its unwavering observance of human rights is still a long way off. Somaliland has a multi-party system but only three political parties are allowed under the constitution. Islam is the state religion, and while non-Islamic faiths are tolerated, their promotion is prohibited. Muslims are not permitted to renounce Islam, and the legal system is based on Sharia law. Although rarely enforced with harshness, this does nevertheless place inherent restrictions of the rights of women. The female sex is poorly represented in public life and state institutions, although the constitution does give women the right to employment training and property ownership. Government corruption and inefficiency are not as bad as in many other African nations, but they remain a problem according to critics of the regime.

Somaliland’s significantly improved record on human rights suffered a setback earlier this year with the arrest of four journalists from the independent newspaper Haatuf. They were only released at the end of March, after being detained for 86 days on charges of allegedly spreading false information and offending the President. This worrying abuse of press freedom was, however, an exceptional curtailment of what is nowadays a fairly open and free media.
Despite these flaws, Somalilanders have demonstrated, without any pressure from the West, that a Muslim country can build a peaceful, democratic state committed to upholding human rights. It is a model for Africa and the Middle East.

Yet Somaliland remains unrecognised as a sovereign nation. While the United Nations and the international community focus their attention on the civil war in Somalia, Somaliland’s achievement in building a stable, harmonious nation is unacknowledged and unrewarded. Betrayed by the Arab League and the African Union, it stands alone.

Instead of singularly condemning Africa’s failures, isn’t it time the West did more to recognise and support its successes?

Sweden and Germany are moving towards diplomatic recognition, but not Britain. Somaliland wants to join the Commonwealth but has so far been rebuffed. This rejection sends all the wrong signals.

It is time Britain changed course. We should push the Commonwealth and the European Union to recognise Somaliland as an independent, sovereign state; and lobby the African Union, the Arab League and the United Nations to do likewise. A modest increase in British and EU aid and trade would go a long way to strengthen Somaliland’s economic base. Tackling poverty and unemployment, and improving health, education and housing, would help underpin and enhance Somaliland’s development as a beacon in the region. Over to you, Gordon Brown.

“Somaliland Annaga Ogolaansho Noo Weydiisan Mayso Inay Qabsato Laas-caanood”Ambassador Wubishet Demisse

(Waridaad) - “Annaggu horeyso iyo dambaysaba waxa aanu labada dhinaca ee Somaliland iyo Puntland-ba kula talin jirnay inay arrinta wada hadal ku dhamaystaan oo aanay wax hadal gooyo dagaal ku doonin, markii ay Puntland soo galaysay Laascaanood annaggu maanu ogayn, markii dambena Somaliland iyo iyagaba waxa aanu kula talin jirnay inay arrimahooda kale ee xagga horumarka ka shaqeeyaan oo ay arrintaasi dib u dhigtaan” Sidaa waxa yidhi, Wakiilka dawladda Itoobiya u fadhiya Caasimada Somaliland ee Hargeysa, Ambassador Wubishet Demmisse oo u waramayay Wargeyska Haatuf shalay.
Wakiilka Itoobiya waxa uu dhinac iskaga riixay inay dawladda Itoobiya wax faro-gelin ah ku lahayd arrimaha ka socda gobolka Sool, waxaanu intaasi ku daray, isaga oo ka jawaabaya su’aal la xidhiidha warar maalmahanba la isla dhex qaadayay oo sheegayay inay bishii ina dhaaftay dawladda Itoobiya isku dayday inay dhex-dhexaadiso Somaliland iyo Puntland, waqtigaasi oo ay Addis Ababa ku sugnaayeen Madaxweynaha maamulka Puntland Cadde Muuse iyo wasiiradda maaliyadda iyo arrimaha debadda ee Somaliland, Cawil Cali Ducaale iyo C/laahi Maxamed Ducaale, waxaanu yidhi. “Somaliland annagga ogolaansho noo weydiisan mayso inay qabsato Laascaanood, waana arrimaheeda gudaha, iyada ayaa xor u ah sida ay u maamulayso, laakiin annagu talo saaxiibtinimo ayaanu marwalba siin jiray, mana aha qasab in taladayada la qaato, Somaliland-na annagu waxba uma yeedhino, oo haddii ay Somaliland wasiiradeedu tagaan Addis Ababa maaha macnaheedu inay ogolaansho u soo weydiisanayaan Itoobiya inay qabsadaan Laascaanood, siday sheegtayna Somaliland waa la soo weeraray markaasi ayayna dib iskaga caabiday oo ay Laascaanood qabsatay. Horeyso iyo dambaysana waxaanu labada maamul ee Puntland iyo Somaliland-ba kula talin jirnay in arrinta Laascaanood aan wax weyn la iskaga dhigin ee ay labada dhinacba danahooda kale qabsadaan, laakiin iyaga ayaa yaqaan sida ay arrimahooda gudaha uga talinayaan”.

Hase yeeshee, Ambassador Wubishet mar aanu weydiinay in xidhiidhka Somaliland iyo Itoobiya ay wax saamayn ah ku yeelatay, dagaalada ka dhacay magaalada Laascaanood dhawaan, maadaama oo sida uu sheegay ay hore ugula talin jireen Somaliland in aanay wax dagaal ah qaadin waxa uu yidhi. “Somaliland xaq ayay u leedahay inay talaabadda ay doonayso qaado, annaguna uma yeedhino sida ay arrimaheeda u maaraynayso, waxaanan kuu sheegayaa in markii ay labada wasiir ee Somaliland Addis Ababa joogeen aanay Itoobiya isla soo qaadin wax ku saabsan arrimaha Laascaanood iyo Puntland toona. Ta kale haddii talo lagu siiyo qaado ama ha qaadanin weeye, laakiin xoog maaha.

Xagga xidhiidhka Somaliland iyo Itoobiya xidhiidhkoodu waxa uu ku dhisan yahay iskaashi labada dhinacba u dan ah, oo aan Itoobiya oo keli ah u dan ahayn, isla markaana Somaliland annagu ma maamulo ee way madax banaan tahay, taladuna waa qaado ama ha qaadan, danaha naga dhaxeeya annagga iyo Somaliland-na waxba u dhimi mayso talaabada ay Somaliland qaaday, sababta oo xaq ayay u leedahay inay qabsato Laascaanood annagana ogolaansho noo soo weydiisan mayso”.

Waxaanu intaa ku daray oo uu yidhi. “Sideedaba colaada ka taagan koonfurta Somalia sidii loo maarayn lahaa ayay beesha caalamku ku hawlan tahay, taladayaduna waxa ay ahayd in dagaalo ka qarxa Laascaanood ay saamayn ku yeeshaan hawlaha xasilinta ee Somalia ka socda, balse Somaliland iyo Itoobiya xidhiidhkoodu wuu ka duwan yahay waxaasi oo dhan, waxaana weeyaan sidii nabad loogu wada noolaan lahaa, xidhiidhka labada dhinacna loo sii horumarin lahaa, kaasi oo ku dhisan dano iyo ujeedooyin qoto dheer oo horumarineed oo labada shacaba u dan ah, kaasi oo ah ganacsiga, nabadgelyada xadka iwm”.
